Synopsis. After shooting a police commissioner in Portland, Oregon, gunman Steven Chandler (played by Martin Sheen) surfaces in San Francisco, California, where where he falls in love with Marcy Brandon (played by Meg Foster), a pregnant divorcee whom Chandler met at the medical clinic where he received treatment for a shoulder injury that he sustained during the shooting. Meanwhile, the Bureau determines a link between the attempt on the police commissioner’s life and the commissioner’s effort to crack down on Portland mob kingpin Lee Thompson (played by John Sylvester-White). After hiring Chandler to kill the commissioner, Thompson puts out a contract on Chandler himself. Erskine must keep Chandler and Marcy alive while preventing another hit on the commissioner.
