Synopsis. Moses Gunn stars as newspaper publisher John Sheppard, an outspoken leader in the African-American community who is known to rile “both black and white.” When his infant daughter, Mary Louise, disappears, Sheppard believes that the baby was kidnapped in retaliation for one of his controversial editorial positions. In truth, the girl was found by Nora Tobin (played by Denise Nicholas), a young African-American woman who had just lost her own baby due to a miscarriage. Guilt ridden over his inability to provide for his wife financially, Nora’s husband, Ed (played by Billy Dee Williams), demands a ransom of $1,000 so that he can buy a stake in a gas station that, he hopes, will turn their lives around. The Tobins, however, live in a rat-infested slum that reportedly has an outbreak of the plague. When a local doctor informs Erskine that Mary Louise has symptoms of the plague, the inspector must find the Tobins and the girl before they spread the disease.
