Synopsis. Convicted of a federal bombing charge, and facing a mafia hit because he knows too much about their drug trafficking operation, FBI Ten Most Wanted fugitive Frank Welles (played by Steve Ihnat) risks his freedom when he and his girlfriend, Elinor O’Keefe (played by Joan Van Ark), travel to the California border town of San Racindo upon learning that Elinor’s estranged mother is dying of tuberculosis. (A morally complex man with a deep sense of obligation, Welles wants Elinor to reconcile her differences with her mother before it is too late.) While Erskine and Colby follow various leads, Welles renews acquaintances with his childhood friend Nikos Kapralos (Simon Oakland), a fisherman whose life and business fell apart after his sixteen-year-old daughter, Aliki, died from a heroin overdose. Welles, who happens to be Ali’s godfather, suspects that the man who sold the girl the drug is connected with La Cosa Nostra. Though Welles assures Kapralos that he will avenge Aliki’s death, the Bureau apprehends the fugitive before he can take any action. When Kapralos learns of Welles’ arrest, Erskine must stop the bereaved fisherman from taking matters into his own hands.
