Synopsis. The Bureau learns that an illegal gambling operation, backed by the syndicate, is about to be opened on the site of the Detroit Salvage Company, an unclaimed freight business that is owned and operated by Scott Rogers (played by Fred Beir). When Erskine learns that a truck carrying a stolen shipment of slot machines is headed for Detroit, he ties the theft to Rogers and has him arrested. Meanwhile, unbeknownst to the Bureau, Rogers has paid mafia lieutenant Martin Rawll (Frank Marth) $50,000 in hopes of buying his way into La Cosa Nostra—a move opposed by local mob kingpin Nolan Crist (David Opatoshu). When Rawll suspects that Rogers might cooperate with the Bureau, he orders him killed. When Crist learns about the bribe, he orders Rawll killed. Erskine must somehow keep Rogers and Rawll alive to build a case against Crist.
