Synopsis. The critical wounding of Special Agent Rex Lynn puts Erskine on the trail of Neil Harland (played by Martin Sheen), a disturbed young man who has targeted the owners of large mining companies to avenge a mine shaft accident that left his father a paraplegic. The investigation leads to Kansas City, Missouri, where Harland tries to shake down Merle Carroll (played by Dan Tobin), a onetime colleague of his father’s. Erskine poses as Carroll in an attempt to apprehend Harland. What the inspector doesn’t realize: To cover his bets, Harland has kidnapped Carroll’s receptionist, Judy Thorpe (played by Heidi Vaughn), and left her to die in an abandoned warehouse.
