Synopsis. Camp Newstart is a government-sponsored job training center, located outside Garriston, Illionois, that also rehabilitates ex-cons and wayward youth. Though the program has a good reputation, the townspeople of Garriston suspect Newstart resident Patrick Dano (played by Robert Drivas), a career juvenile delinquent, of the murder of Elizabeth Kendall—particularly after a witness saw Kendall spurn Dano’s advances one night at the local bar. After rescuing Dano from a riot, Erskine and Colby uncover circumstantial evidence that strongly indicates that the boy may be innocent. But the inspector must find something solid that can clear Dano before another riot breaks out.
